The best way for me to explain it is that the USCIS is empowering people that are financially able to make the decision to invite people to the USA. They assume that a financially responsible type of person will not be making dumb decisions and will have a “plan” in place for those they are sponsoring. The plan can be as simple as doing the sponsorship and then the beneficiary has their own money available to handle all expenses and monies to get established in the USA.

Further, this is a free country and no one is responsible for another person’s actions and choices. If they commit a crime, it is not your problem any more than if your child commits a crime. Sure we are disappointed and feel some responsibility but the law does not hold me responsible for my children’s choices.

The biggest risk is that these people are scammers of some sort. I feel confident that we are doing a good job of vetting these people and checking their stories out to be sure they are legit. Of course none of us are perfect, and I commit to walking with you should there be some “problem” down the road. Most of this program is based on mutual trust and respect of fellow man. These people are literally running from bombs and rockets. Those who are lazy and lethargic have stayed there. Those that are scared but only want to be out of harm’s way have stopped in Europe to wait it out. As a whole Europe is giving a lot of handouts to them. Those who are coming to America (halfway around the world) are those who want to start over. They are just like our ancestors that want to come to the land of opportunity and want to live a peaceful life free from the oppression of the government (russia) and want to live in freedom and respect and honor.

Again, there is a lot of mutual trust happening here. And if you sense someone is not trustworthy, please let me know ASAP. That trust is important to the success of relationships.

Individuals who clear initial screening, vetting, and security checks will receive authorization to travel to the United States valid for a period of 90 days. Once authorized, they will be responsible for arranging and funding their travel to the United States. With this authorization, individuals will be able to book their own commercial air travel directly from Europe to the United States. Individuals traveling to the United States must have a valid passport, or, if a child without their own passport, be included in a parent’s passport, and adhere to travel requirements as outlined by the Centers for Disease Control and Prevention (CDC), including pre-departure testing for COVID-19.

As a general rule international Drivers’ licenses are good for 90 days. Consult your own DMV in your state for specific laws.

California DL Manual in Russian language should be similar to your state DL book

It is my understanding that a DMV is supposed to allow them to take the test in their language.
